Format for Radar Observations of Mars from Goldstone


For each day of observations:

        where   iyear    :  year
                nday     :  day number of year
                utc0     :  Julian date (UTC) of start of day
                nobs     :  number of observations for that day

        and for the jth observation,

                isecs(j) :  number of UTC seconds past utc0 
                tau(j)   :  observed round-trip UTC seconds 


  I.e., for the jth observation, the observation time is utc0+isecs(j)/86400;
                                 tau(j) is the time of signal travel
